How much you owe, when to pay, and the ways you can pay are typically listed somewhere on a bill.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Financial risks<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One of the main financial risks of not being able to pay your bills is that you risk going into debt.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When bills stack up, even the best budgeters can have trouble from time to time. This is often due to circumstances outside of people\u2019s control rather than their own actions.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the bills that come at unexpected times due to factors like illness and car damage<\/li>\n\n\n\n<li>or even predictable bills that pile up quickly when the cost of living is high.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Before you sign up<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You can sign up with most providers over the phone, online, or in person. Your provider must provide you with written confirmation of the price, terms and conditions of the plan and any other relevant information.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Fine print and change of mind<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Make sure you understand and agree with the terms of the plan before you sign up. All state and territory governments in Australia have a range of concessions, rebates and subsidies for people who are having difficulty paying bills. For example, Victoria\u2019s Utility Relief Grant Scheme (URGS).&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Australian Capital Territory<\/strong><\/td><td><a href=\"http:\/\/www.assistance.act.gov.au\/utilities\">Cost of living assistance<\/a>&nbsp;&nbsp;<\/td><\/tr><tr><td><strong>New South Wales<\/strong><\/td><td><\/td><\/tr><tr><td><strong>Northern Territory<\/strong><\/td><td>&nbsp;<a href=\"https:\/\/ntconcessions.nt.gov.au\/?q=members\/nt-concessions-scheme\">Concessions scheme<\/a>&nbsp;&nbsp;<\/td><\/tr><tr><td><strong>Queensland<\/strong><\/td><td><a href=\"http:\/\/www.qld.gov.au\/community\/cost-of-living-support\/energy-concessions\/\">Energy concessions<\/a>&nbsp;&nbsp;<\/td><\/tr><tr><td><strong>South Australia<\/strong><\/td><td><a href=\"https:\/\/www.sa.gov.au\/topics\/care-and-support\/financial-support\/concessions\/energy-bill-concessions\">Energy bill concessions<\/a>&nbsp;&nbsp;<\/td><\/tr><tr><td><strong>Tasmania<\/strong><\/td><td><a href=\"http:\/\/www.concessions.tas.gov.au\/concessions\/electricity_and_heating\">Electricity concessions<\/a>&nbsp;&nbsp;<\/td><\/tr><tr><td><strong>Victoria<\/strong><\/td><td><a href=\"https:\/\/www.ptv.vic.gov.au\/tickets\/myki\/concessions-and-free-travel\/\">Concessi<\/a><a href=\"http:\/\/www.dhs.vic.gov.au\/for-individuals\/financial-support\/concessions\/energy\">Concessions and benefits<\/a>&nbsp;&nbsp;<a href=\"https:\/\/www.ptv.vic.gov.au\/tickets\/myki\/concessions-and-free-travel\/\">ons<\/a><\/td><\/tr><tr><td><strong>Western Australia&nbsp;<\/strong><\/td><td><a href=\"https:\/\/concessions.communities.wa.gov.au\/Pages\/SearchResults.aspx?Category=Household%20Bills%20and%20Appliances&amp;termId=f92ef997-d73a-41a9-8b7d-4eba7c8e7c60\">Household Bills and Appliances<\/a><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">If you receive income support payments through Centrelink, you might be eligible for the <a href=\"https:\/\/www.servicesaustralia.gov.au\/telephone-allowance\">Telephone Allowance<\/a> or <a href=\"https:\/\/www.servicesaustralia.gov.au\/energy-supplement\">Energy Supplement<\/a> payments.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">More concessions<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">You can find more utility voucher schemes in your state or territory at <a href=\"https:\/\/moneysmart.gov.au\/managing-debt\/problems-paying-your-bills-and-fines\">Moneysmart<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you have a&nbsp;Healthcare Card or other concession you might want to check with your provider if they offer a concession rate on any of their plans for eligible customers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Paying through Centrepay<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If you receive income support, you can use <a href=\"https:\/\/www.servicesaustralia.gov.au\/centrepay\">Centrepay <\/a>to directly pay bills from your income support payment. This service is entirely voluntary. You choose which payments the deduction comes from, how much you want to pay, and to whom you want to pay.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who can help you with bills?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If you\u2019re having trouble paying bills the first thing to remember is that by law, you have a right to fair treatment.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contrary to popular belief, electricity, gas, and water companies cannot simply cut off your supply if you are experiencing financial hardship. This is because governments have deemed their services to be essential. You do need to be in touch with their financial hardship teams, however.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Phone and internet companies, unfortunately, don\u2019t have the same requirements, even though their services can be just as important. In all cases though, there are steps you can take to negotiate your payment and help you can turn to if things become overwhelming.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/koorihelp.consumeraction.org.au\/\">Koori Help<\/a>&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Your provider&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Utilities and telecommunications providers usually run \u2018hardship\u2019 departments that are staffed by people whose job it is to help their customers through times when they\u2019re having difficulty paying bills.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Good to know<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The law requires providers to give fair treatment to customers, whatever their circumstances. Even if payment comes late, providers would rather they are paid for their product and retain you as a customer than cut you off or chase you for a debt.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What you can do<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">There are options available to you that could help you reduce, postpone, or spread out bill payments. You can ask your provider for help with:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>payment extensions&nbsp;<\/li>\n\n\n\n<li>payment plans&nbsp;<\/li>\n\n\n\n<li>payment matching<\/li>\n\n\n\n<li>concession information<\/li>\n\n\n\n<li>financial counselling service referrals.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">What about council rates?<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">If you pay council rates and are in financial hardship, local councils can choose to defer or waive all or part of unpaid rates. Most local councils have a policy in this regard, which you should be able to find on their website.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Where to find information&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/ndh.org.au\/debt-problems\/electricity-gas-and-water-bills\/\">Telling your providers<\/a> \u2013 general support on getting started with your providers<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/consumeraction.org.au\/resources-and-toolkits\/?top-category=consumer\">Template letters<\/a> \u2013 pre-written letters from the Consumer Action Law Centre<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/ndh.org.au\/Debt-solutions\/Negotiate-payment-terms\/\">Negotiating payment terms<\/a> \u2013 pointers from the National Debt Helpline<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When contacting providers, it\u2019s wise to keep a record of when you called, who you spoke with, and what you discussed.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Cancelling a direct debit<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">You should contact your bank if you want to cancel a direct debit and can\u2019t do so through the business. If you believe there has been an unauthorised transaction, be sure to act quickly.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pre-form letters to use:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/financialrights.org.au\/sample-letters\/letter-to-bank-canceling-direct-debit-authority\/\">Instruct your bank<\/a> to cancel a direct debit authority<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/financialrights.org.au\/sample-letters\/merchant-cancelling-a-direct-debit-authority\/\">Instruct a business<\/a> to cancel their direct debit authority<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Contacting the ombudsman<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you feel you haven\u2019t been treated fairly, and a complaint hasn\u2019t led to a satisfactory outcome, you can contact the ombudsman in your state or territory.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ombudsmen are independent agencies that help to resolve disputes between people and companies or government agencies.
