This means that people can struggle to get by if they must rely on Centrelink payments.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Strict eligibility<\/strong> \u2013&nbsp;Centrelink payments are linked to strict eligibility requirements that lock out some people who are in financial hardship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Bound by obligations<\/strong> \u2013&nbsp;payments are usually linked to tasks and requirements known as \u2018mutual obligations\u2019, which is a system of obligations that can be counter-productive, invasive, and even humiliating for recipients of Centrelink payments.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A matter of misinformed opinion&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">People who receive Centrelink payments are often portrayed by politicians and the media as being \u2018lazy\u2019 or the victims of their own choices. The truth is that when people are experiencing financial hardship, it\u2019s rarely due to their own choices. More often, it\u2019s due to circumstances outside of their control.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The experience of the COVID-19 pandemic showed that anybody may find themselves in need of support in times of crisis. People should be able to get support without shame, and the support should be adequate enough to get them \u2018back on their feet\u2019. It\u2019s the system that often falls short of this goal, not the people.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who can access Centrelink payments?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Government support payments through Centrelink include payments for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>families<\/li>\n\n\n\n<li>older Australians&nbsp;<\/li>\n\n\n\n<li>people with disability<\/li>\n\n\n\n<li>carers<\/li>\n\n\n\n<li>youth and students<\/li>\n\n\n\n<li>unemployed and underemployed people.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Special payments&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Special payments are available, including payments for people experiencing severe financial hardship due to a crisis like a natural disaster. Advance payments on existing Centrelink payments are also provided for eligible people.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What are the eligibility requirements?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Payments are available to people meeting certain eligibility requirements, including age, employment status, and if you\u2019re a student. Payments are also \u2018means tested\u2019, which means they relate to your income and assets.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Is the eligibility fair?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The historical logic for the eligibility requirements is that people who are unable to support themselves on their own or through close relatives (such as romantic partners or family) are supported by government payments temporarily as a \u2018safety net\u2019.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While this ideally means that help only goes to those in need, it can mean that people who would expect to be eligible for payments find that they are not due to their unique circumstances. At times it can also push people to rely on other people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Centrelink might decide that you aren\u2019t eligible for the Jobseeker unemployment payment because you\u2019re in a relationship with someone who, \u2018on paper\u2019, earns enough to support both of you. They may not necessarily consider the real-life relationship you have with that person and the conditions that arise when relying on them financially.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Can payments end or change?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If someone is no longer eligible, then their payment can be cut off or reduced, even if they\u2019re still experiencing money stress at the time.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s also possible that Centrelink will ask you to pay back any payments you might receive if you\u2019re not eligible anymore.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In both these instances, you could go into debt to Centrelink.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Who is responsible for reporting on eligibility?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the responsibility for reporting on eligibility lies with the individual, which adds to the time and effort needed to claim Centrelink support.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Eligibility check&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">You can use <a href=\"https:\/\/www.centrelink.gov.au\/custsite_pfe\/pymtfinderest\/paymentFinderEstimatorPage.jsf?wec-appid=pymtfinderest&amp;wec-locale=en_US#stay\">this online tool<\/a> to see if you are eligible for payments or other services, or read up on <a href=\"https:\/\/www.servicesaustralia.gov.au\/guide-to-australian-government-payments?context=1\">individual payments<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What happens if you\u2019re not eligible?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">We recommend getting in touch with non-profit organisations which have programs that may be able to assist.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>take a look at our programs. We, the <a href=\"http:\/\/www.bsl.org.au\">Brotherhood of St. Laurence<\/a>, are working for an Australia free of poverty.&nbsp;<\/li>\n\n\n\n<li>or visit the <a href=\"https:\/\/asrc.org.au\/our-work\/support-services\/\">Asylum Seeker Rights Centre<\/a> for support services for refugees and asylum seekers.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Claiming payments<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You can submit a claim for payment online, over the phone, or in person at a<a href=\"https:\/\/www.servicesaustralia.gov.au\/contact-us\"> Centrelink service centre<\/a>.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>you need to prove your identification.<\/li>\n\n\n\n<li>you\u2019re given a Centrelink Customer Reference Number (which is for future dealings, too).<\/li>\n\n\n\n<li>then you can submit a claim.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Visit <a href=\"https:\/\/www.servicesaustralia.gov.au\/get-centrelink-payment?context=1#dc-53498-s-0\">Services Australia<\/a> to learn more about what\u2019s involved, or look for a Centrelink customer service site near you at <a href=\"https:\/\/askizzy.org.au\/\">Ask Izzy<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">About the disability support pension<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The primary government support payment for people living with disability is the Disability Support Pension (DSP), which is operated by Centrelink.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Changes to requirements for the DSP over many years have made eligibility very restricted. This means that any interaction could be a lengthy and frustrating experience \u2013 for example, you might find yourself on hold on the phone for a long time, or waiting in a queue at a service centre for even longer. And while it might be easier to use online services instead, it may not work in all circumstances as there are times when a conversion is required.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, is there anything you can do to cut out any time-wasting? This is allowed and might be helpful if you\u2019re feeling nervous. They can also help you to understand things.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Understanding \u2018mutual obligations\u2019&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Centrelink payments are usually linked to tasks and requirements commonly known as \u2018mutual obligations\u2019 for recipients of the Jobseeker, Youth Allowance, and single Parenting Payment (after the youngest child turns 6). Some recipients of the Disability Support Pension are obligated to the similar yet different, \u2018participation requirements\u2019.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Is it mutual or one way?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">\u2018Mutual obligations\u2019 were historically thought of as an agreement between individuals and governments.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the government had an obligation to support people \u2018doing it tough\u2019 with payments and services.<\/li>\n\n\n\n<li>people receiving payments had an obligation to use those payments and services to get back on their feet.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Regardless of whether it was originally a good arrangement or not, over time, \u2018mutual obligations\u2019 have come to refer only to the range of hoops through which people on payments must jump to get their payments.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, <a href=\"https:\/\/www.anglicare.asn.au\/publications\/obligation-without-opportunity\/\">research <\/a>has shown that mutual obligations do not help people find employment and, in fact, place barriers in the way of people trying to get into a job.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How are mutual obligations managed?&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Mutual obligations are monitored and managed by an automated government system online and by private contracted agencies. <a href=\"https:\/\/www.workforceaustralia.gov.au\/individuals\/obligations\/learn\/meet-your-requirements\">Workforce Australia<\/a> is the blanket term for these systems and agencies.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Meeting your obligations<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>to fulfil mutual obligations, there is a points-based system that assigns points for certain activities each month, like applying for jobs.&nbsp;<\/li>\n\n\n\n<li>people must reach an assigned number of points each month, usually 100.&nbsp;<\/li>\n\n\n\n<li>points are logged through an online system, or in person with a Workforce Australia case manager.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Does everyone get a case manager?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In-person case management is for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>longer-term recipients of support payments or<\/li>\n\n\n\n<li>people who are judged to have higher needs or<\/li>\n\n\n\n<li>people who request to have a case manager.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Where to find information&nbsp;<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.servicesaustralia.gov.au\/finding-workforce-australia-provider-whos-right-for-you\">Workforce Australia providers<\/a> \u2013&nbsp;depending on where you live, you can choose a Workforce Australia provider<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.workforceaustralia.gov.au\/individuals\/obligations\/learn\/meet-your-requirements\">How to meet your obligations<\/a> \u2013&nbsp;as explained on the Workforce Australia website&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.acoss.org.au\/points-based-activation-in-workforce-australia-faq\/\">Frequently asked questions <\/a>\u2013&nbsp;prepared by the Australian Council of Social Services&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What if you get a Centrelink debt?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You might end up owing debt on your payments if you\u2019re overpaid by Centrelink. This service is entirely voluntary. You choose which payments the deduction comes from, how much you want to pay, and to whom you want to pay.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who can help you manage Centrelink?&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You can make a complaint or provide feedback directly, engage the ombudsman, talk to an advocacy support group, and more.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How to make a complaint<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">You can complain or leave feedback directly with <a href=\"https:\/\/www.servicesaustralia.gov.au\/complaints-and-feedback?context=26266\">Centrelink (Service Australia)<\/a> or your <a href=\"https:\/\/www.dewr.gov.au\/about-department\/contact-us\/complaints\/making-complaint-about-employment-services\">Workforce Australia provider<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Who is the ombudsman?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you feel you haven\u2019t been treated fairly and a complaint hasn\u2019t led to a satisfactory outcome, you can contact the <a href=\"https:\/\/www.ombudsman.gov.au\/\">Commonwealth Ombudsman<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ombudsmen are independent agencies that help to resolve disputes between people and companies or government agencies. Robodebt was the name popularly given to a system by which Centrelink automatically calculated supposed debts that people owed on Centrelink overpayments. However, the system used averaged income data from the Australian Taxation Office, rather than people\u2019s actual income.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This has since been found to be both inaccurate and unlawful, and anyone issued a debt through this system is entitled to have the debt cancelled and any payments refunded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Robodebt is a good example of how systems like Centrelink, which are meant to help people, can behave in a way that is unjust and harmful.
